KYIV—Lately when I meet with Ukrainians they laugh a bit wildly, maniacally, as though they can't believe that life has come to this. Indeed many strange events are swirling around: a strange Crowdstrike coincidence with Trump and Zelenskiy, an assasination in Lviv, and the DC power games.
