BOB SIROTT: Let's get the latest from Ukraine. Putin and Kim Jong-un got together yesterday and that can't be good news for Ukraine. Can it?
JOE LINDSLEY: Bob, good afternoon from Lviv. Clearly, we see a great collaboration between these two tyrannical regimes. Most people are aware of what kind of country North Korea is, and now there's more evidence of how Russians behave.
The meetings between Putin and Kim Jong-un can be interpreted in two ways. It could be scary—what could these two countries do together with no moral inhibitions? Or, it could be seen as comical and sad, considering that once mighty Russia has to turn to the rogue regime in North Korea.
Horrific Brutality: Ukrainian POW Decapitation
A big story here in Ukraine is a circulating photograph of a Ukrainian prisoner of war decapitated by the Russians. Unfortunately, you can see his head on the hood of a truck. It's a brutal reminder of the ongoing atrocities. People think they can't be angrier, and then they see something like this.
Russian Ships: Also, Comical or Scary?
Similarly, there are two different takes on the Russian ships in the sea, making some people, especially in the US, very nervous. For Ukrainians, it's safer for Russian ships to be in the Caribbean Sea than in the Black Sea, where Ukrainians have been adept at destroying them.
Sanctions Chaos: Financial Turmoil in Russia
Another big story is the recent round of US sanctions against Russia, causing financial chaos. Huge Russian banks like Gazprombank saw people unable to log into their bank accounts online. This has made a significant difference, causing instability within Russia.
Curious Exceptions: Energy Sector Waivers
However, the US Treasury Department has given waivers to 10 Russian banks working in the energy sector, lasting until November 1st, 2024. This raises questions about US strategy and whether it's part of a broader chess game for leverage against Russia.
